Minoxidil is a stimulant for hair growth and has approval from the Food and Drug Administration (FDA) for the treatment of androgenic alopecia, also known as pattern hair loss. Minoxidil is a generic medication that’s also available as the brand-name drug Rogaine.
Doctors may recommend minoxidil for the off-label treatment of other causes of hair loss, such as chemotherapy-related hair loss.
A prescription for topical minoxidil can be in the form of a liquid solution or a foam. Each type may have different advantages and disadvantages.

Is minoxidil better in foam or liquid form?
The minoxidil foam solution may be more suitable for people with sensitive skin or scalps, as it does not contain an allergen called propylene glycol, unlike the liquid version.
There are currently no studies in humans that compare the effectiveness of the foam versus the liquid. However, an older 2011 review noted that it may be possible that the liquid form is absorbed better into the scalp. This is because propylene glycol can irritate the skin barrier, which may cause it to penetrate the scalp more in some people. But, further studies are needed to confirm this.
In contrast, according to a 2019 review, minoxidil foam may provide easier penetration of the drug into the scalp compared with the liquid form.
If you use minoxidil liquid and experience uncomfortable side effects, like skin irritation or itching, you may want to try switching to using the foam instead.

Minoxidil side effects
Although minoxidil is generally well-tolerated, the topical versions can cause irritation and other side effects.
Some side effects of topical minoxidil can cause unwanted effects on your hair growth. This includes excessive growth, also known as hypertrichosis. This most often affects people using 5% concentrations.
It is also common to experience hair shedding, known as minoxidil shedding, which usually occurs within the first few weeks of treatment.
There may also be side effects on the skin, such as:
- irritation
- redness or skin discoloration
- itchiness
- scaliness
- a burning sensation
- dryness
These side effects may be due to an allergic reaction to an ingredient in the liquid form called propylene glycol. This ingredient helps the drug absorb into your scalp. It is present in greater amounts when the concentration of minoxidil is higher.
According to a 2022 review, higher concentrations of minoxidil may increase the risk of side effects such as irritation on your scalp.
If you experience any serious side effects, stop applying minoxidil immediately and speak with a healthcare professional.
How to decide between minoxidil liquid and foam
Both forms of minoxidil can be effective at treating pattern hair loss. You can typically expect to notice results after around 2 months of use. The full effects may take about 4 months.
The foam form of minoxidil may be more suitable if you have sensitive skin, as it doesn’t contain the allergen propylene glycol that can cause itchiness and skin irritation in some people.
Propylene glycol, however, is in the liquid form of minoxidil. If you are already using the liquid form and do not experience any allergic reactions, there is no need to make a change. The liquid form is also slightly cheaper than minoxidil foam.
However, if you know you are allergic to propylene glycol or have side effects from using the liquid form of minoxidil, you may want to try the foam.

To apply minoxidil foam, follow these steps:
- Part your hair into one or more rows to expose the area of hair loss.
- Press the nozzle until the prescribed amount is in your hand.
- Use your fingers to spread the foam over the area.
- Immediately wash your hands to remove any leftover medication.
Although it can be difficult to precisely measure topical minoxidil, always use the amount that your doctor prescribes. A typical foam Rogaine treatment plan for men uses half a capful twice per day, while for women it is once per day.
How to use minoxidil liquid
To apply minoxidil liquid, follow these steps:
- Ensure your hair and scalp are completely dry.
- Apply the amount your doctor prescribes.
- Wash your hands immediately afterward.
- Leave the minoxidil solution to completely dry for 2 to 4 hours after applying it, including before going to bed. Avoid shampooing your hair for 4 hours after application.
Your dosage and prescription will depend on your individual needs. Always speak with the prescribing doctor to ensure the best treatment program for you.
However, an example of a typical minoxidil treatment plan for adults is 1 milliliter (mL) applied to the scalp twice per day.
Summary
Minoxidil is an FDA-approved hair loss treatment available in liquid and foam solutions. While these forms are similar, there are some differences.
If you use the liquid form, you may experience side effects on your skin, such as irritation, dryness, or itchiness. This is because the liquid solution contains the ingredient propylene glycol. It can cause allergic reactions to the skin in some people. The foam form of minoxidil does not contain this ingredient.
If you have sensitive skin, are allergic to propylene glycol, or have side effects from applying liquid minoxidil, you may want to use the foam version of minoxidil instead.
